Online sellers, content creators, and other digital businesses may now forgo displaying the Bureau of Internal Revenue (BIR) Registration Seal Badge on their online platforms following the indefinite suspension of the requirement.

Under Revenue Memorandum Circular (RMC) No. 113-2026, dated October 26, the BIR suspended the mandatory display requirement, with no penalties imposed solely for non-display during the suspension period.

“No penalties shall be imposed solely on account of non-display of the BIR Registration Seal Badge during the period of suspension,” the circular stated.

The suspension came five days before the October 31 compliance deadline set under RMC No. 99-2026, issued on July 22, which had extended the period for covered taxpayers to obtain and display their registration seal badges.

Introduced under RMC No. 38-2026 on April 29, the Registration Seal Badge was intended to replace the online display of BIR Certificates of Registration containing sensitive taxpayer information, while allowing registration verification through a Quick Response (QR) code.

The original requirement covered online sellers, service providers, professionals, content creators, influencers, and other individuals earning income through websites, social media, electronic commerce platforms, and similar digital activities.

The October 26 circular, signed by BIR Commissioner Charlito Martin R. Mendoza, cited the need for the orderly implementation of the agency’s registration verification initiatives.

Taxpayers who have already obtained their registration seal badges may continue displaying them voluntarily on their online platforms, according to the BIR.

The suspension applies specifically to the badge display requirement and does not expressly alter other taxpayer registration obligations.
